With the soon-to-expire tax credit for first-time buyers as an assist, the single mother plans to close on a $166,650 three-bedroom house in Clifton Heights, Pa. "If it hadn't been for the credit, I wouldn't have done it," Hall said.
To be eligible for the federal tax credits—up to $8,000 for qualified first-timers and up to $6,500 for certain repeat buyers—houses must be under contract by April 30, with settlement by June 30, 2010.

If you've never been to Franklin NC , you are in for a wonderful surprise. Nestled in the majestic Smokey Mountains just 2 hours north of Atlanta, Ga. and 75 miles S.W. of Asheville NC, Franklin offers solace and visual therapy to all who are weary of big city traffic congestion and populace. Franklin NC is an incorporated town located in Franklin Township, within the Nantahala National Forest, in Macon County, North Carolina. As of the 2000 census, the town had a total population of 3,490. It is the county seat of Macon County. The Franklin, North Carolina area is rich in gems and minerals and is known as the "Gem Capital of The World." But this is not in anyway an exhaustive view of this lovely town, One has to visit here to experience the beauty of her mountains, the friendliness of her people and the quaintness of her surroundings. I have lived in Franklin now since 1993 and am a S. Fla. Refugee. Since coming to Franklin I am convinced that to go back to S. Fla. I would have to be "shackled" and taken "by force"! Seriously, Franklin and the surrounding area is what I call "VISUAL THERAPY", there just isn't a place around this town that isn't beautiful and soothing to the spirit.
Most of Franklin NC's population, don't live within the town limits, but in Townships that actually surround Franklin. As such, the people here drive no more than 10-15 minutes to get to and from town. 10 minutes drive in the Franklin area translates into 10 miles of visual therapy, 10 minutes in those congested metropolis' translate into about 10 FEET and the scenery is begrudging! Why, I actually took these photos this morning on my way to work at EXIT SMOKEY MOUNTAIN REALTY in Franklin. Do you think viewing these type scenes everyday would calm you down, drain the Big City pressure out of your being? You bet it will! Here's another photo that soothed my spirit this morning, I stopped and shot the photo from my automobile and talked to these horses first hand! They too, agreed that Franklin offers some of the best farming and equestrian land in the World!

You've heard the saying "Be Careful What You Ask For, You Just Might Get it"... There seems to be more truth to this statement than meets the eye. Greetings from Franklin NC! We've had some rather interesting and beautiful weather here the last couple of weeks and are slated to experience some more this Thursday and Friday. I thought you might enjoy looking at a few photos I snapped of the snow from my front porch here in Otto, NC last weekend...
We don't often get very severe weather here in Macon County but when we do, it is a sight to see! Every store in town is packed with people getting ready for the event... Propane sells like mad to those who have generators, and basically the whole town just shuts down... You'd almost think it was hunting season or something! J I actually love it because it makes me and my wife of 35 years, Elise, SLOW down and enjoy the providential handiwork . I fixed some good coffee, got the wood burning stove glowing, and then just sat by the window with Elise and watch the show! I want to suggest that if you are not in town that you have your neighbor or some responsible person check on your home to make sure everything is ok. I say this because there were 34,000 homes without power for about 3 days and if you're depending on your electric heat to keep your pipes from freezing... well, you get the point right? Also, there was a good bit of ice and wind which resulted in many trees and limbs falling to the ground. You'll want to make sure none of your power and communication lines are down, and that your home is not damaged. Here's a link to the local weather for the next couple of days..

First-time home buyers and move up buyers have another great reason to get on the path to purchasing a new home! The benefit to First-time homebuyers is a tax credit up to $8,000 and for qualified Move-up buyers a tax credit up to $6,500. But this opportunity ends in April.
- Between November 7, 2009 and April 30, 2010, homebuyers that have a signed binding contract to purchase a home by April 30, 2010 may be eligible for the tax credit. The transaction must close by June 30, 2010.
- For First-Time Homebuyers, a tax credit up to $8,000 ($4000 for married filing separate), homebuyers may receive a credit of 10 percent of the purchase price up to the $8,000 tax credit amount. If you have never owned a home before or have not owned a principle residence in the last three years, you are considered a First-Time Homebuyer.
- For the "Move Up" consumer, a tax credit of up to $6,500 ($3250 married filing separate) is available for Homeowners who have lived in their current residence for at least five consecutive years out of the past eight years. The homebuyers can receive a credit up to $6,500 when they contract to purchase a home by April 30, 2010, and close by June 30, 2010
The tax credit does not have to be repaid provided you live in the new home for a minimum of three years. Military families who must move due to a call to active duty are exempt from this minimum.

In my previous blog post, "The Bottom has Come and Gone" I spoke about how home sales in Franklin NC are on the rise now because increased real estate sales activity in other areas of the country are freeing up cash for potential buyers here in the Franklin NC market. More good news is out around the country as regards real estate sales and a positive upturn in sales...Ris Media reports:
RISMEDIA, May 29, 2009-Existing-home sales rose in April with strong buyer activity in lower price ranges, according to the National Association of Realtors®. Existing-home sales-including single-family, townhomes, condominiums and co-ops-increased 2.9% to a seasonally adjusted annual rate of 4.68 million units in April from a downwardly revised pace of 4.55 million units in March, but were 3.5% below the 4.85 million-unit level in April 2008. Lawrence Yun, NAR chief economist, said first-time buyers continue to influence the market but there also is a seasonal rise of repeat buyers. "Most of the sales are taking place in lower price ranges and activity is beginning to pick up in the midprice ranges, but high-end home sales remain sluggish," he said. "The Federal Reserve needs to help restore liquidity for the jumbo mortgage market by buying these loans under the TALF program."
An NAR practitioner survey in April showed first-time buyers declined to 40% of transactions, implying more repeat buyers are entering the traditional spring home-buying season. It also showed the number of buyers looking at homes has increased 14 percentage points from a year ago. "This is consistent with our forecast for home sales in the latter part of the year to be 10 to 20% higher than the second half of 2008," Yun said.
The national median existing-home price for all housing types was $170,200 in April, which is 15.4% below 2008. Distressed properties, which accounted for 45% of all sales in April, continue to downwardly distort the median price because they generally sell at a discount relative to traditional homes.
NAR President Charles McMillan, a broker with Coldwell Banker Residential Brokerage in Dallas-Fort Worth, said conditions are optimal for buyers with good jobs and long-term plans. "We have record low mortgage interest rates, a wide selection of homes and affordable prices in most areas," he said. "When you add the $8,000 first-time buyer tax credit, it's hard to imagine a better time to make an investment in your future though homeownership."
Northeast
Regionally, existing-home sales in the Northeast jumped 11.6% to an annual pace of 770,000 in April, but are 10.5% below April 2008. The median price in the Northeast was $237,400, which is 9.6% lower than a year ago.
Midwest
Existing-home sales in the Midwest slipped 2.0% in April to a level of 1.00 million and are 9.9% lower than a year ago. The median price in the Midwest was $138,800, down 11.7% from April 2008.
South
In the South, existing-home sales increased 1.8% to an annual pace of 1.74 million in April but are 8.9% lower than April 2008. The median price in the South was $148,000, which is 12.8% below a year ago.
West
Existing-home sales in the West rose 3.5% to an annual rate of 1.17 million in April and are 19.4% higher than a year ago. The median price in the West was $222,600, down 21.8% from April 2008.

My experience in retail sales in South Florida continually proved to me how American economic conditions played out not only on a national scale, but on international as well. When the money exchange conditions were right, Europeans would be dropping out of the sky enmasse to take advantage of the low low pricing on items that could be found in America. This phenomenon is no different in the housing market. International as well as national housing consumers are out in droves buying up properties distressed and undistressed alike. The result is that this buying frenzy is causing foreclosures to disappear quickly which is having a stabilizing effect on the overall market. How does this effect Franklin NC? Not all homes that are being sold are foreclosures, many are normal sales that are freeing up "MOVING CASH" for the sellers.. and TO FRANKLIN THEY COME! Moreover, Franklin NC real estate is not brimming with foreclosed properties, yes there are a few here, not many. And for "house hunters" in Franklin NC, the time could not be more ripe for buying as it is right now. Home prices in Franklin NC have come down to reasonable levels and buyers have a great inventory from which to choose. Mortgage rates are the lowest they've been in years.. It's not going to get ANY BETTER THAN THIS... So now is the time to buy and savvy buyers and investors know this very well. THE WORST IS OVER, THE BOTTOM HAS COME AND GONE.

The panicked buying - fueled by buyers' fear they'll miss out on fire-sale prices - belies the doom-and-gloom evoked by recent reports of rising mortgage delinquency rates and foreclosure activity. It is one of several overlooked signs the U.S. housing-market turnaround has started in the nation's hardest-hit markets, which is critical to driving an overall recovery:
Yet the number of pending sales of existing U.S. homes took a surprising upswing in April, rising 6.7% in the biggest monthly gain in more than seven years, the National Association of Realtors reported Tuesday. That increase lags the 9.2% jump in October 2001, but that spike owed to buyers temporarily putting off home shopping following 9/11. See the latest data on pending home sales.
And in an overlooked report that belies the first-quarter delinquency numbers, defaults on privately insured mortgages - where borrowers are more than 60 days behind - fell 3% in April and were down 24% from a record 106,482 in February, the trade group Mortgage Insurance Companies of America reported Friday.
Most important for gauging the strength of the nationwide market is how conditions are improving in the most-depressed regional markets.
With those markets now stabilizing, banks are no longer anxious to dump real-estate owned properties, as houses in their foreclosure portfolios are called, fearing they'll get appreciably less three months from now for their foreclosed properties.
As a result, they'll be more judicious about the pace at which they release foreclosures onto the market. The new goal: To maximize the value of supplies in hand rather than unload it helter-skelter and torpedo the housing market like they did while they were shell-shocked by the devastation they'd wrought.
With the banks themselves now somewhat more stable, they'll also be less likely to want to part with their "toxic assets" knowing the most-scorched, still-serviceable mortgages will be the most valuable on a credit-risk markup once the economy recovers. In fact, the price stabilization in the most-depressed U.S. markets will allow a clearer valuation of the toxic assets we now all hold by virtue of bank bailouts - a modicum of certainty that will hasten the overall recovery.
Homeowners in most of America know by their own property's value that the spike in U.S. median home values was driven in considerable measure by soaring prices and volume in major markets, especially in California, Florida, Nevada and Arizona. By virtue of their climates and economic-growth rates, those four states have been on the extremes of the U.S. boom-and-bust housing cycle since the 1950s.
You can't discount how critical an upturn in those states will be, considering they account for 46% of foreclosures nationwide. If foreclosures there are more quickly consumed as they're starting to be now - fueled in part by foreign buyers who recognize their value - we'll all reap a return on our bailout money a lot faster. Franklin, NC is doing well at present as regards real estate sales. We have plenty of buyers and a good amount of inventory to show. Sales are picking up.. This is testament to the fact that real estate is LOCAL and not national. Franklin is primarily a 2nd home market and it is believed this is why Franklin NC hasn't been effected by the financial down turn nearly as much as other areas in the nation. Home prices have receded some what, but again, not nearly as much as the rest of the country. With the lowest mortgage rates in decades and eager sellers, NOW is a great time to buy a new or second home in the Franklin NC Mountains. We are expecting prices to begin rising fairly soon as our market continues to expand. Franklin NC, is the County Seat of Macon County, and is one of the best kept secret destinations in the North Carolina Mountains. The year-round population in Macon County is close 35,000, but that number doubles during the summer months.

The Franklin area was besieged with out of state travelers this past weekend! It almost seems as if they came on the lead of the areas transient Humming Birds!
Their arrival is certainly good news for the local real estate market. For everyone knows that once you've been in Franklin, it is hard to go back to whence you came. I know, it happened to me too. I came on a visit in 1993 from Fort Lauderdale, Fl. and never went back. The beauty and quiesence of the area are totally addicting to say the least. It seems that just about every turn of a Franklin road reveals another treasured mountain view, wild flowers, horses or cows, farm land and quaint mountain homes... Country life is for sure a different pace where one must "Stop and Smell the Roses". Road Rage? Nah, it almost doesn't exist here.. and when it does, we forgive it quickly because we know that these folks are just "detoxing" from the hussle and bustle of city life with all its pressures and mean trafficateers! They only need to be here for a few days to "dry out" from city life. I've posted a couple of photos for you, that I took from my front porch!
With all the negative speak in the media about recession and such, I just have to tell you that our home sales in Franklin this month are AHEAD of LAST YEAR! Sales in Franklin this past month produced 27 closings that accounted for a total of $3,971,100 in sales revenue. The average sold price was $147,078. The average days on the market logged in at 139. It is my opinion that if there was a "BOTTOM" we are already climbing out of it. There is no better time to invest or relocate in Franklin, NC.

The phone rang at Exit Smokey Mountain Realty amongst the hussle and bustle of everyday real estate activity. Only this was no ordinary phone call, it was Tim Ryan, owner and developer of Sanctuary Village. Tim and his wife Iva were calling to invite all the Exit Smokey Mountain Realty Agents for refreshments and a grand tour of their new and unique 'In town development". We gladly accepted the invitation and set a date to view Tim and Iva's real estate wares. Sanctuary Village is located within easy walking distance of downtown Franklin, and only 5 minutes away from the Exit office. We thought perhaps we would be going to a real estate office in Sanctuary Village, but no, we were ushered into Tim&Iva's first Sanctuary Village custom home, a three-level Arts&Crafts- inspired design by Allison Ramsey Architects. Honestly, it was an amazing time, we learned a great deal about the intricacies and detailed planning required in order to bring a community such as this from mind to reality. The Ryans' are great dreamers who also possess persistant inspired action to bring their ideas to life.

My brother Jeff left Houston to relocate in Cape Coral and found that almost 1 in 10 homes was in foreclosure in the Gulf Coast Community of 165,000. Needless to say, he was able to purchase a first class waterfront home for HALF of the asking price. Jeff has been keeping me up on the real estate movement in the Cape Coral area over the past year, and in the last 3 months something has started to "shake lose" in his community. A curious thing is happening in this blighted former boomtown: Buyers are flowing in from all over the world from as far away as Spain and Germany! First time home buyers are suddenly entering bidding wars with real estate speculators causing sales in February to outpace those at the peak of the boom... Some homes are getting as many as 50 offers and selling above their asking price!
Cape Coral isn't the only place in the country experiencing these reverberations in real estate. It appears that some of the regions that led the U.S. housing market into the free fall are now beginning to show renewed signs of life as well. Home sales on the Gulf Coast of Florida, California's Inland Empire near L.A. and the Las Vegas metro area also surged.
What is fueling these sales surges in markets across the country? A few things for sure.
- Banks are dumping foreclosed properties for pennies on the dollar and this is attracting "cash laden" buyers looking for cute rate bargains.
- First Time Home Buyers are appearing in great number armed with government incentives such as the $8000 tax credit, plunging home prices, and super low interest rates. These incentives are just too good to pass up for some.
Franklin, NC is primarily a second home market but also attracts a good deal of buyers who want to relocate here on a permanent basis. As such, home sales in Franklin surge when sales in other regions make it possible for people to gather their cash, follow their dreams, and move to the Smokey Mountains. Home prices in Franklin have declined some, but not nearly as much as in other areas of the U.S.

An interesting observation in the local Franklin Real Estate market is that had one been searching for stick built homes here a year ago, one would've been hard pressed to find any listings under $150K. But now, with the downward pressure on the market this scenario has changed drastically and there are plenty of great housing opportunities appearing between $115K-$155K with the median "sold price" falling to $139K from $152K at the same time last year. Since January 1st, 2009 to date, there have been 66 homes sold in the Franklin NC market, average days on the market 132, for a total sales volume of $10,292.01. This same time last year the Franklin, NC market logged 74 sales, average days on the market was 170, for a total sales volume of $14,858.30. With the uptick in sales in Florida, Franklin is experiencing a "rush" in potential home buyers who are armed with great incentives, and dreams of moving to the lush Smokey Mountains.

It doesn't happen often, but when it does it is chaos! I tell folks all the time that the Franklin NC area has four distinct seasons, and none of them are ever severe. The disclaimer on that statement is that I am allowed the same margin of error as the regional and national weather forecasters! And we all know that they are wrong most of the time! At any rate, had you been here for this latest blast of weather from the North Pole, you would've had a great time with us here in Franklin! There's just something cozy about a snow storm, especially if you're prepared at home with a good toasty fire, some hot chocolate, a deck of cards or a great novel, and a wonderful spouse or friend to share the event with. Oh and one more preparation item, a good "Whole House Generator", because power will be out, and only God knows for how long! Now, sensible folks stay home during these type weather anomalies, but there are others who always have to "test the angles". These are the ones who actually try to drive in this weather, they aren't prepared and as a result are scrambling at the last moment to get things ready in order to weather the storm. Don't be one of those people!
There are several ways for citizens to find out about road conditions. Travelers can call 511, the state's toll-free travel information line, or visit the NCDOT Traveler Information Web site at www.ncdot.gov/traffictravel. NCDOT mobilized an estimated 700 employees to clear roads in the wake of the storm in the most heavily affected counties. In addition, equipment used to keep roads clear across the state include 1,900 trucks equipped with plows and spreaders, 325 front-end loaders and backhoes, 450 motor graders (used to push snow and slush) and pick-up trucks outfitted with snowplows.

A winter storm hit Macon and surrounding counties this weekend, causing some impassable roads and many power outages. According to Fred Alexander, district manager with Duke Energy, power has since been restored to the thousands who were without following the weekend winter storm.
As much as two feet of snow fell in several mountain counties, taking down trees and power lines, and making secondary roads impassable in many locations. Although the winter storm that brought snow, sleet and freezing rain to central and western North Carolina has moved on, the N.C. Department of Transportation is urging motorists to continue to use caution when driving, particularly in the western mountains. See the complete story here.
